This is a very short quest.
After reaching level 20, you can meet Charlene at Mr. Sushi. She will tell you to buy a new coat (for female characters, it would be the newly unlocked top that you can buy with cash). Buy it and wear it, then when you exit Mr. Sushi, you will see a man. Talk to the guy and tell him you remember him and tell him his name is Jerry Histin. He will be happy and go on to say that he loves your outfit, you will gain 2+ million fans after this.
